The Jamaican government sends Detective Colonel Stevens (Leo Wilson) to Oakland, California to locate and return capture three escaped criminals and return the Queen’s stolen jewels. After tracking down the first theif, Bandit (Hurricane Gilbert) in prison, Detective Stevens discovers the other two thieves, Massive (John “Ras Kidus” Cornelius) and Vincent (Bogle Dread), are loose on the streets. Under the custody of Detective Stevens, Bandit is temporarily released from prison to assist in locating the jewels. Leading Detective Stevens through unfamiliar city streets, Bandit quickly turns the search into a hilarious game of cat-and-mouse. Making a few extra stops here and there, Bandit continues to push the envelope, driving Detective Stevens mad.

Ready to cash in, Massive becomes fixated on selling the jewels, With the help of his crew, Albert (Courtney “Unah-Privilege” Nevers) and Glock (Clive Mair), Massive start’s a street war with Vincent over the loot. After Massive threatens Vincent’s street business and his girlfriend, Makeda (Chelsea A. Brown), Vincent and his henchmen return the heat, ready to kill.
